Packages don't go to the postmaster anymore, you pick them up from the vanguard or faction leader.
Note they no longer stack. That all said, I'm currently having a problem where ranking up Dead Orbit while playing missions or patrol does not send a package to the vendor either. Vanguard ones seem to be working correctly though.

Yes i have noticed that change with the vanguard but I'm with dead orbit and I am also not getting packages

I always get close, within 25 or so of leveling up and then go throw them some spare weapon upgrade or armor materials to push it over the edge so I can guarantee I'll be there to get it. Works very well for me, my 2900 plastisteel got me quite a few levels up from the start.
