Actually, the fallen fall more in line with a fuedal system. There is hardly any movement up in the system and dregs are manipulated and brainwashed to die for the chance at becoming a vandal, or one day a captain.

They used to be Vandals, but their lower arms were docked after they'd done something wrong.

Sheer #s of dregs vs vandals really doesn't agree with that statement. Maybe during their golden age when ether was abundant but now? When they're all just remnant houses living as space pirates.
