Are you talking the emblem and shader or those and the weapons too? The weapons are sold by the vanguard quartermaster and are green level weapons at attack of 160. Emblem and shader should show up in the postmaster

I received my shaders, but neither of the weapon packs.

That's because you have to go to the vanguard quatermaster and buy them. They weren't free weapons and the green tier and only ranked 160 attack. Go there and you will see what I am talking about
