He/she must be strong, show terms of a good leader, be able to make critical decisions, be able to convey the will of thw people in the City, and have experiance. That, and we have multiple candidates that could serve as a good leader. Zavala would make a great leader, but he refuses to help us. Mara Sov was a candidate, but we were concerned wether she would consider the peoples wants or needs (That and the recent, umm... Incident). We have yet to find a good leader where concerns do not arise, but with some effort, they can be forged into a great leader
