That is people who are already loyal to a faction DA. many people are LOYAL to a faction but switch over to collect other shaders.

Um you arnt making any sense. If thats where DO gets there followers, then how could they be loyal to another faction. There are TRUE followers. You are talking about people how just get the shader then go back to there faction. Those are NOT followers.
