Perception Bias. How many times a game does a person actually get to use the Shoulder Charge?
Because Bungie looked at those stats, they decided against nerfing the shoulder charge

It really depends on the game mode. In FFA not that often from what I remember, but in game modes like control, where you know the expected routes and chokepoints, it gives you time to run there and charge up so to speak. And it's not a bias, it's an opinion based on playing as a Titan. Nothing more, nothing less.
