I have a issue where I got my sword on my Titan, moved it to my Hunter, which already had the exotic sword, leveled my new sword, and did not receive the exotic quest for the second sword. I checked my Titan and there was no quest there either.
*Fixed* It sorted itself out.

When you transferred your sword it belonged to the new character no longer your Titan
