Under her order, she cut off the Wolves trying to join in the assault on the City. Not only did she stop them, but she also managed to make them her own. Eber since the Twilight Gap.

She fought a war with them for years before claiming them though, so not quite since twilight gap.

Maybe a little after, but still. She had much less resources than the City, but she managed to outwit them.
