You are correct, it does have a question mark.
However, it is used to show a questioning mindset and my statement after makes an answer unnecessary.
"!" Shows some form of excitement or raise in tone. These are [b]not[/b] used for simple statements as you said. I can't believe you said to use these for normal statements.
"." Used for a statement, simple and casual.
