Quest. My hunter quest for example was "get 75 sniper kills while under the effects of a special telemetry" then "dismantle 10 rare or legendary snipers". I think you can only get the quest during arms day? I got mine when I received my 2 packages then it showed up right after

I got that quest at rank 1, love the sniper rifle too. Hit rank rank 3 last night, got a quest for a hand cannon
