if there's a routing issue somewhere, rebooting won't change anything - you need to do some network tests (the detailed report on the console is a good first start) - after that some specifically targeted traceroutes may reveal something as well.
I've seen routing issues in some countries take months to get cleared up if they have trouble pinpointing the issue. Not saying that would happen here but we need to eliminate some issues and figure out where to start looking after that.
if your console is on wifi - switch it to hardwire and see if there is an improvement
if you see packet loss in the tests, or really high latency/low speed, you may want to ask your ISP what the saturation in your area is like. Many locations in North America have over-saturated internet infrastructure and this will cause speed and latency issues.
