Coming from an LEO I can only suggest having him charged. Best way to get him the help he needs is through programs offered when in custody.

Chances are he probably already has prior convictions even if they are more minor things. As for his life being over that is simply not true. There are plenty of trades and careers people can have afterwards as long as they are truly reformed and honest about their past.
