Why does hot head have no rocket launcher perks
Just grinded to get get what I can only describe as the worst rocket launcher in the game. Why did this thing not get any rocket launcher perks is it a bug? Mine came with last resort and spray and play! Anyone else had this problem?

It also has extended reserve ammo. I believe the purpose is to spam rockets. I will try it out to see how it works but was disappointed.
