No, not all water is liquid. Ice is the frozen form of water. Water vapor is the gas form. Scientists feel a need to specify it is liquid in order to make sure it is differentiated. Liquid water on Mars is a big deal in the search for alien life and the attempt to colonize Mars.

In space its so cold all water outside of an atmosphere is ice. This just proved that mars is forming an atmosphere since it now has liquid water. You just went full retard.
