There is a bug with the arc sword where the last upgrade slot isn't showing up after the sword was maxed and at 280 light. This bug also prevents access to the exotic sword quest for this blade.

You sometimes don't get the quest/the last upgrade for the sword until the sword reaches a Light Level of 282 or 283. I never got mine until I hit 283.

Mine is 285 and still have not got the quest on the arc sword.
