I *think* it's in relation to the most recent patch. If going to orbit doesn't fix it, try re-logging. 2. Factions do not store multiple reward packages. They can each only hold one package at a time. So every time you rank up, you need to go retrieve your package, otherwise it will be overwritten. This seems to be working as intended.
