I am quoting with is next line:The VIP rewards are only available for players who have purchased Destiny: The Taken King, Destiny: The Taken King - Legendary Edition, or Destiny: The Taken King - Collector's Edition (Digital or Physical).
Gamestop also mentioned it on their site prior to TTK release.
Right, the quest is only available if you have TTK. As in, it only unlocks when you buy TTK. You don't get it because you bought TTK. Here is the relevant Bungie article to help you:
The part that you want to read:
How do I know if I qualify for The Taken King VIP Rewards?
To be eligible to receive the VIP rewards, players will need to have at least one light level 30 character or own both Expansion I (Destiny: The Dark Below) and Expansion II (Destiny: House of Wolves) on or before 08/31/2015 and purchase and play Destiny: The Taken King on or before 02/01/2016. The VIP rewards are only available for players who have purchased Destiny: The Taken King, Destiny: The Taken King - Legendary Edition, or Destiny: The Taken King - Collector's Edition (Digital or Physical).
And:
I have not yet purchased Destiny: The Taken King, so why can I access some of the VIP Rewards through my Collections?
To ensure that all players that qualified for the VIP Rewards ... However, to access the full suite of VIP Rewards, players must complete the "Veteran's Tour" Quest, which is only accessible with purchase of Destiny: The Taken King. If you do not own Destiny: The Taken King, you will not be able to see or receive the "Veteran's Tour" Quest from Commander Zavala.
Ok, I bought the TTK bundle from gamestop before 8/31 (8/27 to be exact). I am not seeing any of the VIP rewards, much less the quest. Should I be pestering Gamestop or Bungie on this issue?
-
What did you get in the bundle?

The suros, and whetever vame with the collectors edit. Gamestop advertised if pre-order before aug31, you would get the founders fortune pack.
