Yeah I feel the only way to counter it truly without using a super is running till they run out of hammers anyone doesn't run is stupid or the titan throwing hammers

Nah, unless you can get around cover quick, running just makes you an easy target. Just try bunny hopping around 20ish feet away from him, and just shoot him. I've dropped enough HoS with naught but my titan hop and an Apple of Discord to know this is viable.
