if no one was ever meant to 1v1 with having one in super and without of super. then how come blade dancer and GG are a thing? blade dancer can be easily killed 1v1 so can GG. but you cant with hammer of sol

Because GG can net you 4 insta-kill body shots from sniper distances and relative safety. Blade Dancers got nerfed a little too hard. I don't think a single shotgun blast should be enough to counter a super. Now, a shotgun melee if you're quick enough and catch them off guard, that's different. If you're skilled enough to pop a heads hot on somebody with a sniper mid super, I think that should always kill.

then why doesnt a headshot with a sniper not kill hammer of sol.

I just said it should be able to. However, there are a lot of people like me, who are very unwieldy with Destiny's snipers (because apparently But gie hates them and thinks every map should be a shotgun map), and don't have that kind of skill. Anything short of a sniper head shot or heavy, supers should win any 1v1 fight (unless it is two opposing supers. Then it's up in the air).
