I'm right at the cusp of level 4..not sure what I can do now to nudge it over..

Hope to get lucky with random legendary drops during missions that get handed in for xp. I've had about 3 or 4 that net 250xp each. Pushed me up to just below level 3 and last night just needed 1 test weapon to advance. That's all you need - RNGeesus to look kindly on your little light and drop one.
