1. That is a crock of shit to those who were here before destiny and never bothered to get it, or who were locked out of previous account(s) that were attached to destiny, and the new one isn't.
2. I'm OK with alts not being a thing, because then people won't be assholes (hopefully) nearly as much. You'll have to worry about getting banned.
