Does anyone know how to get those DLAVIN fusion rifles? I've had them drop but I don't know how many there is or if there is any specific way to get them?

I got 2 from scourge of winter

4 of them, and its entirely random. I've had them drop off high-level majors during strike boss fights, I've had them drop from level 3 Captains on patrol.

You can only get 4 of them per character

Is it 4 per week? Or do they just never drop again after you get 4?
