It's only if the Sunbreaker is at full health and specced for armor. If he's damaged at all he'll die. Even at that the idea is that the hunter should be able to hit the Titan at a greater distance and with more accuracy especially if jumping. Really though the arguments mean nothing in the end, Bungie will act off of statistics only and we have yet to see how this will all play out.
