I agree with you!
I had already prepaid for both DLC's, and I did complain about it when I found out because a friend hadn't yet purchased the DLC.

Yeah, I ended up buying that Expansion Pass at the Midnight Release for the game. Back then I saw "expansion" and expected to get actual "expansions" not cut content...
