I mean the armor is fine as is, its only enough to survive a sniper headshot with miniscule amount of health. Perhaps an option would be to slow the Titan down to make up for the weight of the Hammer? Similar to how holding a machine gun slows you down. This way Titans can have their health but not skate around the map as you say. I feel the only reason its easy to shutdown a bladedancer with a shotgun is because of the Felwinter style varients. I dont think shotguns with lesser impact and range would have as much success.
