This issue is not an issue since it has to do with the digital upgrade program and TTK has been noted and advertised all along, long prior to release, that it was not part of the digital upgrade program. It is not required to be part of the program and very few softwares or dlc is. With the launch of the next gen last year, MS and Sony agreed to digital upgrades for certain titles. That is no longer the case. On the digital upgrade page itself, it even said it was for a limited time. In short, if you want it on both PS3 and PS4, you need a copy for each.
