I've had the base game since January but I've only received the dlcs when TTK came out, so I don't know if I'm locked out of the grimoire or not

I'm pretty sure The Ruling House is still in the game. However, when TTK dropped, they scrapped quite a few of the DB missions. Just like the wanted wolves, they are unobtainable.
