Cut content conspiracy loons are still around? Man, I thought you guys left for good. You could bother to learn that the art team that makes skins/shaders/and various other things don't actually work on what makes the game tick. In almost every AAA title that team is separate and if they have nothing else to do then they sometimes make extra stuff. The stuff is then offered to the public to buy if they want. You don't have to buy it. You don't even need it. They're even giving out free silver.
This is essentially an MMO that has removed it's subscription fee. They still have to have ways to pay for the constant server expenses and the expenses of the company. If the cosmetics are successful in revenue generation then you will see what a lot of other MMOs have done and it will go Free-To-Play. Possibly it could go the route of FFXIV and put out quality content for every update with the extra funds.
If this was like Battlefield where you can actually unlock useable equipment/guns with money then I'd have my torch and pitchfork as well. This, however, is not a bad thing. It will not impact any gameplay. It will not impact how you experience the game, except maybe how mad jelly you'll be of our sweet dance moves.
Tl;dr Pay to win is bad. This is not pay to win.
