ToM is lethal to you. It does double damage if you hit but each of those shots hurt you even if you miss. Someone with ToM gets sniped and fire a shot back will kill themselves

The last round damages you each time you shoot, and only does about 1.4x damage in pvp. Much better options out there.

Without balancing from normal crucible it may be different.
