No, an armour nerf would destroy the idea that this is the heavily-armoured class in Destiny; it makes perfect sense that a Hunter or Warlock (a class described by Bungie themselves as a "glass hammer") super could be stopped by a headshot, but armour is the only advantage (and a piss-poor one to boot) Titans have, and it makes logical sense that it be vastly superior to the other classes' buffs.
The focus of any change should be duration. Give me four hammers or a faster decline and the subclass will be balanced.
