I think it's how bungie intended the class to act. They didn't want Warlocks to be able to survive more than a Titan. I never had a problem with the Ram.
It makes more sense on a Titan considering their back story. It isn't that over powered. Sunbreakers can easily be shutdown especially of you have help or can avoid hammers (which isn't hard at all)

Hammers deal too much damage for a tanking super just my opinion.

Yes tanks should have reduced damage and be able to are way more bungie should look at diablo and wow to lean what a tank is

They know but with only 3 classes they try to make them all do everything which leads to the need for constant tweaks.
