I have yet to see Bungie pick a winner that was not wrecked by one of what they considered to be a runner-up!
They should let the community pick the winners since their choices are often just plain stupid; like this week!

I believe it was because they won once before (a few months back)? I guess Bungie wants to be "fair" and spread the awards around to everyone. If so, thats just some PC BS. There's enough of that to go around already.

That could be what happened. However, I did not realize it was a participation award to be selected for MOTW. I thought that they were looking for the best video, e.g., if the same person submits the best video every week, then they should win every week...

I agree. Only Bungie knows their reasoning, I can only guess.
