I heard that Luke Smith tweeted that you're not supposed to get this exotic yet, but I haven't found it. However he was in a podcast with planet destiny where he said the only exotic chest piece for the Titan is the Crest of the Alpha Lupi. So you got EXTREMELY lucky getting a glitches engram. Congrats!
