It just boosts you in one direction similar to Shoulder Charge. Instead of thinking it as blink or shade step, just think of it as shoulder charge without the damage.

Technically not, because someone with a titan can understand how that chestpiece's perk will alter the gameplay overall when playing a titan. A person that hasn't or doesn't play titan will likely not have a good frame of reference to create a valid opinion. If the dodge doesn't cancel "run" like skating doesn't cancel "run" - that exotic is going to change the game overall.
