First of all. that's a pvp scout I think he's talking about PvE. Second Third Eye is much more useful than Underdog. To Op HJ is better for mobs of adds but vs ToM on a Boss? Your crazy. It's not even close. And my HJ is at 310 and I love it but not for Bosses

The impact is a lot higher than the one I had. Has crap perks too. Sharded it for the warlock's exotic.

Hung jury is a pve scout. Yours is definitely built more for pvp.
