It says improved range and handling when you spawn... no where does it say agility boost. Not even with the other perk. Handling and range boost is extremely useless. Especially on a scout rifle.
At least you have explosive rounds, I guess.

No it doesn't. Handling is the amount of time it takes you to aim down the sights. If it was agility, they would have specifically said agility.
