By improving your standing with New Monarchy. Only the worth and most dedicated loyalists will earn the right to wear Cloak of the Rising. Stay strong Guardian and if you are true then you shall be rewarded. [spoiler]Level 25 unlocks the quest to obtain the Exotic Class Item. It will require some PvE and PvP action. As for the emblem I believe they just drop now and by the time you hit rank 25 you should have one. [/spoiler]
