Okay. So if we forget about everything other than the super (because, as you said, its not great aside from it), then we have:
Sunbreaker: 8-10 shots at long range, melee range attacks, tracking hammers, AoE damage, damage resistance of the gods, and healing
Golden gun has 3-4 shots, keyhole (useless in PvP), no damage reduction, no melee range attacks.
GG might be easy to use, but you still have to HIT your target, unlike hammers that deal massive AoE damage and kill as long as they get close enough. For a super like GG that you have to be precise with, its much less forgiving than HoS as well, because you only get a handful of shots, while HoS has double that. Gunslinger has no damage reduction, is easy to see coming, easy to avoid. HoS tips the scales. It isn't balanced. You can try and justify it however you want, but you'll fail. Weigh the pros and cons of each class and see which comes out on top. I guarantee you that it'll be HoS.
