The really tragic part? This has absolutely killed any reason to do any Raid.
At all. Other than King's Fall, which you need for max light level gear.
It's resulted in a situation where no one wants to do the old Raids, because even though the old gear LOOKS fantastic, even though their perks make them absolutely incredible, their light level restrictions and old-style upgrade method means they suck. Radiant Materials were a garbage mechanic from the word go and I hope whoever designed it gets kicked in the balls, but at least players had a litany of potential end-game choices, be they the rainbow of cool guns from the first two raids or the fallen-style ones from the Prison.
Only now you can't use any of them because 170 light, lulz. I especially love that they changed the Stranger's Rifle from a Rare to a Legendary, just in time for it to become an unused artifact of a bygone age. Or that I can max our Murmur, only for it to be about as useful as grease on fire. That's some great design right there.
Now I clutch my Grasp of Malok and weep manly tears for the loss of my beloved Oversoul Edict.

HoW was brilliant, because it made every [i]single[/i] activity worth doing, which made Destiny feel like a bigger, fuller game. Anyone coming into the game with HoW had WAY more reasons to play than anyone jumping in to TTK. :/
