I figured Bungie didn't program more slots in on purpose, as an effort to undermine their overlords' micro transaction plans. They figured if you could only equip one, why would you need more than the two you can pick for free, and then few people would buy, then Activision would see that there was little interest in paid content in Destiny via micro transactions and would abandon their nefarious plans.
