There has been a lot of discussion on how to make the Sleeper Simulant better and after thinking about it for a while this is what I think would make the weapon more worthy of the exotic slot:
1. Increase critical damage shots by 10% from the current damage dealt.
2. Decrease non-critical damage shots by 25% from the current damage dealt.
3. Replace the 5x ricochet rounds perk with a new "exotic specific" perk which basically grants both Surplus AND Outlaw.*
4. Fix the bug where having "extra fusion rifle ammo" armor doesn't grant more ammo.
*With Surplus you would get 3-4 shots with each heavy ammo pickup (instead of just 2) and Outlaw would give an extremely quick reload speed after getting a critical kill.

no replace the 5x ricochet rounds to this weapon have a chance to charge even more slower and deal 3x damage

The reflect should seek enemies. It's .no use right now. Completely ineffective.

Here's something that could make Sleeper Simulant the G-Horn 2.0 Bungie raved about, have the ricochet track back to the initial f-ing target like the Wolfpack rounds did and bam G-Horn 2.0 but to keep Bungie from nerfing it after three weeks, have the tracking ricochet do 25% less damage each ricochet after the initial shot.

Fine as is. Stop asking for gjallarhorn 2.0 and accept how TTK works. OP weapons in certain situations only. Besides, SS does exactly what I need it to do, nuke majors and high level knights/wizards/psions/cabal/minotaurs instantly

This gun needs more ammo and a different perk. Hardly will you EVER hit a 2nd much less a 3rd or 4th.. Or 5th target. Or hardly will your 5th bounce even hit a target. It needs more umph.

I dunno I think it's pretty damn nice as is. At most maybe raise the ammo to 9 without the heavy perk. And no more than 10 with. Anymore and it will just end up being nerfed like gally. What I like about SS is in pvp people can't blindly shoot a wall and let wolf pack go across the room killing things. And the damage it does in PVE is crazy! Can't believe increasing that damage is a recommendation. Do people not even try for the crit? That's where the gun shines so bright!!

The reason G-Horn beats the snot out of Sleeper Simulant and eats its lunch is because G-Horn was both a boss slayer AND a crowd control mechanism. While Sleeper Simulant may be able to do more damage based on the fact that you can get a precision hit, it cannot control crowds at all, meaning you are forced to compensate for this through game play style (Using your super). It was essentially designed not to be great in all situations like the G-horn, so I would not anticipate any fixes to it. With that being said, I thought it would be awesome if the ricochet perk which is essentially useless was replaced with a perk doing any of the following: 1. Precision kills cause enemies in a given radius to erupt into flames, doing DOT 2. Precision hit spawns solar grenade upon impact lasting 7 seconds and doing solar DOT 3. Precision hit causes everyone within a given area to start breakdancing 4. Precision hit marks target with a laser beacon, causing ALL tracking weapons fired by guardians in the general direction of the marked target to track and hone in on the laser beacon, regardless of whether the guardian firing the weapon actually "locked on target." 5. Precision hits cause target to ignite and burn for a period of 7 seconds.

At one point I thought maybe replacing the 5x ricochet rounds with a pre-nerf White Nail perk would be good, but that would be too powerful in the hands of a good player - but it would give unlimited shots on bosses :-)
