The Consensus is the ruling body of the City. Formed at the end of the Faction Wars, the Consensus is an alliance of the City's factions. Only certain factions are allowed in the Consensus; some such as Concordat were ejected when they were deemed too radical. Others are permitted in by the Consensus's approval.
The Consensus allows factions to pursue their agendas through legal, civil channels. The Speaker acts as the head of the Consensus, and the Vanguard frequently advise them.
Now the Concordant were a Guardian faction and member of the Consensus, led by an individual named Lysander. While the Concordat's central ideology is unknown, at some point the faction attempted a coup against the Consensus. This coup was stopped when New Monarchy's Guardians battled Concordat at Bannerfall, ejecting them from the City.
It was believed that Lysander would refuse the call to disband his faction and continue his "crusade". In order to avoid banishing those Guardians who had pledged to the Concordat and provide them a chance to realign, as well as assuage the Speaker's anxiety to reclaim ground lost in the Battle of Twilight Gap, the Consensus decided to grant Future War Cult access to the Tower and a seat among them.
