I report when I see odd game behavior caused by one player whose connection bar bobs up and down at choke points in the match, ie. Just before and during heavy ammo spawns, when 2 flags are open for cap with a negative score, last minute of the game.
When I see connection bobs like that I assume someone is router glitching and send a cheating bad connection report.

I actually was playing with someone who was watching youtube and was red bar. He turned it off and went green. I thought to myself, that really works? So I'm guessing intentional red barring is a thing if they want to :/
