I never received the Veteran's Tour quest

I purchased The Dark Below, House of Wolves, and The Taken King on the PlayStation store (PlayStation 4), and I never received the Veteran's Tour quest, and subsequently never got the deceptive engram. I have been playing Destiny since its release in 2014: is this why I don't qualify for these rewards?

I'm really sorry - I just looked it up and found my answer - it's because I didn't purchase the first two DLC's before a certain date.
