I don't know why but the exotic sword quest only showed up on my hunter even though my sword on my warlock is 298. How can I get the exotic sword quest on my warlock?

Sword has to be above 280 and fully upgraded, is it?

Yes but I might of upgraded it on a different character the moved it back
