It might take a couple of seconds to fully heal, but the healing effect triggers instantly on a kill. Hell if you still have any shield left and a burn effect on you, red death starts healing your HP while your shield is burning away.

Sunbreaker needs a delay because that is truly instant regen

I'm not arguing against that. I was just really confused about the delay you talked about on red death. I'm guessing you are just talking about how fast the regen is. Both cauterize and red death regens trigger instantly on kill, however red death regen is much slower.
