ya I'm pretty sure 3oc is a placebo strategy and they don't actually do anything

I've used 15 today got 6 engrams so the do something

Thank you someone finally gets it I know it has nothing to do with me using them in anyway it's about chance and these 3oC are the only thing I get anything lucky from everything else is always low level useless stuff even most of my raid gear I've done up by using double 310 exotics from engrams
