Oryx is still stealing Mouldering Shards even when a player doesn't have 20 with them... I had 18 with me, was rewarded two and a machine gun from Oryx, and then all of my shards were gone. This is not the first time it has happened Bungie... please look in to this so we, the dedicated players, stop getting ripped off for our hard work.

I'm not sure what Relics you all are talking about. This isn't for a quest or the Touch of Malice. This is the reward system simply for beating Oryx, which states on the Mouldering Shards "Extra rewards will be granted when defeating Oryx in the King's Fall Raid with AT LEAST 20 of these."
