Why is the Last City called the last city? What makes that location different than any other on Earth?

Survive. Yes. Not live. Birds, plants, trees, these all survive out in the wild. As can we. But do we live? No.

It is nowhere near as safe as the City. There is no comparison.

The reef still seems to be intact. If we're going by levels they should be in more danger. I'm just saying its not out of the question that the last city, isn't actually the last one.
