I get your point. But consider this. In PvP, my style of play favors a high rate of favor scout rifle. I'm still running around with a Year 1 Multi Tool because I can't find a good legendary scout with a high rate of fire.
(Suros Dis43 next armsday). But damn, look how long it's been and I have grinded many hours away trying to find one.
